Moddex Delivers: Smart Design and Fast Installation for Powerful Owl Park

Project Overview
The new Templestowe Road Soccer Complex is in addition to an initial $68 million investment by North East Link Program into local sports upgrades. Opened in mid 2024, the complex, now known as Powerful Owl Park, includes three soccer pitches, changeroom facilities, a 176-space car park and improved links to surrounding paths. Developed in partnership with Development Victoria, 2Construct and Stantec, the project was completed in just over a year and has created a lasting home for community sport. Moddex played a key role by supplying safe, compliant handrail and balustrade systems across the site.
The Challenge
There were several unique challenges during the project that required careful planning and execution. The balustrades were mounted to large retaining walls, meaning absolute accuracy in both design and installation was required to meet the complex design and load requirements. This included adherence to AS1170, Table 3.3 load categories: C3 (areas without obstacles for moving people and not susceptible to over-crowding e.g. stairs, landings, external balconies, edges of roofs) and C5 (areas susceptible to overcrowding e.g. theatres, cinemas, grandstands).
Tight timelines meant the product needed to be available off the shelf with minimal fabrication, ensuring no delays to the overall program. Adding to the complexity, the ramp sections featured rolled pathways, meaning absolute precision in the physical site measure was critical to achieve accurate design and installation. To support this, IFC files were also used, enabling precise coordination and seamless integration between design and installation.




The Moddex Solution
Moddex supplied over a 190m of our Conectabal CB30 balustrades and over 400m of CB35 to the project. With complex design and load requirements in play, our systems offered the accuracy and flexibility needed to mount balustrades to large retaining walls while accommodating the rolled ramp pathways. Because our systems are pre-engineered, with product in stock, we were able to meet the project’s tight delivery timelines with minimal fabrication required, ensuring a smooth and efficient installation on site.

Our BIM library is developed to a consistent, high standard and allows specifiers to confidently integrate Moddex products into their designs, knowing the result will be safe and compliant.
The Outcome
The Templestowe Road Soccer Complex was successfully delivered on time in mid 2024, providing local clubs with a modern, safe and accessible facility. Moddex’s contribution of over 600m of compliant balustrades ensured the complex met safety and accessibility requirements. The complex will be a community asset that will be used for years to come.
